NLEC welcomes the Committee's authorisation of its submission for publication and has confirmed its availability to provide oral evidence if the Committee holds public hearings.
NLEC's contribution focuses on cross-system accountability at the intersection of housing, disability, mental health, family violence, justice and homelessness systems. Housing outcomes cannot be assessed in isolation when the decisions and supports of several public systems shape whether a person can obtain and retain a safe home.

Three practical mechanisms
Housing Stability and No Loss Standard
A practical safeguard against withdrawing essential housing or related supports during a transition before an adequate, safe alternative is actually available.
Verified Connection
Accountability for whether people can genuinely access and use the services and supports to which they are referred, rather than treating a referral alone as an outcome.
Lived Experience Decision Rights
A defined role for people with lived experience in shaping decisions and assessing whether housing and connected systems work safely in practice.
The submission builds on NLEC's evidence before the Joint Standing Committee on the NDIS on 11 September 2026, including the need to examine what happens to people across system boundaries and to make lived experience part of public accountability.
