Capabilities

Institutional capabilities for cross-system evidence and reform

NLEC is an independent national cross-system lived experience peak body and intelligence institution. NLEC helps decision-makers see what individual systems cannot see on their own. As an independent national cross-system lived experience peak body and intelligence institution, NLEC connects lived-experience evidence across government, institutional and service boundaries. This page describes institutional functions and possible work by agreement—not a general consultancy or a priced service catalogue.

Institutional work by agreement

Three ways to take a cross-system question forward

These are ways an institution may enquire about work aligned with NLEC’s public functions. Any work depends on purpose, evidence, safeguards, capacity and independence requirements, and is agreed individually. An enquiry is not confirmation that NLEC can accept or deliver the work.

Executive Intelligence Briefing

Audience
Government decision-makers, governing boards and institutional leaders.
Possible deliverable by agreement
An agreed briefing with a source-attributed evidence summary, cross-system implications, reform options and explicit uncertainty.

A scoped briefing may identify and interpret a cross-system question for an institutional audience, set out the evidence and uncertainty available, and outline implications for public decisions. Scope and any deliverable are agreed in advance.

Cross-System Failure Review

Audience
Portfolio owners, oversight teams, researchers and service institutions examining a defined pathway.
Possible deliverable by agreement
An agreed pathway assessment, classification rationale, evidence limits and structural options for the identified interface.

A review may examine an identified pathway, handover or shared-responsibility question using available evidence and the Cross-System Failure Diagnostic. Classification follows the System Failure Classification Standard as an NLEC-defined editorial framework, not a recognised, accredited or legal standard.

Evidence Partnership

Audience
Research organisations, government, specialist peaks and community institutions with a defined evidence question.
Possible deliverable by agreement
An agreed evidence-development plan and scoped synthesis or knowledge-translation output, with source and participation safeguards.

A defined public-interest partnership may consider an evidence question, appropriate methods and participation safeguards, and how findings could be interpreted and translated. Any role, scope and output depend on agreement and available evidence.

How to raise an institutional question

Government and public institutions, researchers, service organisations and specialist peaks may raise a defined public-interest question. NLEC complements specialist peaks and does not claim statutory, regulatory or coercive authority. Each enquiry is considered on its purpose, evidence, safeguards, independence and capacity; no work or outcome is promised.
